All a Governor does is request...I repeat....REQUEST the National Guard's assistance at a state level.  The Guard has its own Generals in place to COMMAND the troops.

Once deployed by the Federal....all state input is nil....All Palin did was VISIT the Alaskan National Guard and to insinuate that she was somehow commanding troops in Kuwait is total absurdity! (And she had to get a passport for that excursion....she'd never been out of the country before). sheeeeeesh
