JOHN MCCAIN: "What's a temporary worker program that is truly temporary and works? That means if an American advertises a job and there are no Americans that take that job, he can enter into a contract and that person takes contract. You get a biometric, tamper-proof document that is tied to an electronic employment verification system.

"That person comes and works temporarily. Then the employer takes that document and checks it out with an EEVS, we'll call it. An Employment Eligibility Verification System. And, if legit, that person can work temporarily."
